The vision of future
military technology and operations is both ambitious and achievable.
However, this vision makes demands for information-processing, causal
reasoning, and decision-making that can only be realized with substantial and
sophisticated computer assistance. Part of the challenge is that the result
can not be an automated warfighting machine: instead, it has to be a
significant augmentation of human cognition. That is, military personnel must
remain in control and fully in the loop. In short, despite its scope
and complexity, military technology must remain understandable,
maintainable, and usable.

enormous joint force to become a coherent entity able to quickly anticipate
and perceive the situation, spot and explain the important anomalies, and
rapidly devise and execute a coordinated response that accords with mission
objectives.
